Fix for end the map et_depot not to end in a sudden death

et_depot is kind of annoying due to no timelimit (well it id there but et doesn't really know of a tie) so it can go on forever and in such case the map is skipped after 40 or even 60 minutes of playing.

I've tried to fix this so the map will end in a tie after 30 minutes if none of the objectives is reached. Also I increased the spawntime (10 sec. is to low) to increase the chance of engineers not defusing a (rare) dyna plant in time.

Please try it out. I tested it myself and it worked but i'm not sure if it will work irl.
